Position Objectives

Red Lake County Social Services is seeking applicants for a Social Worker position.

Position provides children’s mental health case management along with child protective/child welfare services case management, and child foster care licensing. 

For individuals to be considered for this position they must be Minnesota Merit System eligible for the Social Worker register.  Both a MN Merit System application AND a Red Lake County employment application will need to be completed.

Wage will depend on qualifications and experience. The wage range is $28.65 per hour to $37.26 per hour. Wage increases can occur up to 2 times per year, position works 35 hours per week and a full benefit package is available.

Duties and Responsibilities

Children’s Mental Health Case Management

  1. Performs mental health screenings using the appropriate screening tool and bills for the screenings
  2. Reviews intakes on children who are requesting mental health services or present themselves as potentially having mental health difficulties
  3. Complete functional assessments for children
  4. Arrange for diagnostic assessments for children
  5. Serve as primary person for the agency’s childrens’ mental health authority
  6. Monitor progress on individual family community support plan.  Meet with providers and wit the consumer.  Modify case plan as needed
  7. Insure that case records for children mental health consumers have appropriate information for Rule 79 and generic case management.  Also, insure forms for Rule 79 case management are completed and recorded appropriately
  8. Insure that all case management time is recorded appropriately on SSIS time sheets for case management reimbursement
  9. Coordinate mental health services with other service providers; ie Interagency Early Intervention Committee
  10. For SED children in substitute care, make regular visits to the placement and be involved with reunification
  11. Agency representative for children’s local advisory council
  12. Prepare reports to the court, work with county attorney’s office with petitions and attend required meetings
  13. Review billings submitted by service providers for payment
  14. Provide public information on Social Services programs to the community and special groups
  15. Attend relevant meetings, workshops and training sessions
  16. Assist the Director with completing the Children and Community Biennial Service Plan
  17. Provide back-up to other agency social workers when needed and able

Child Protective/Child Welfare Services Case Management

  1. Makes home visits to determine needs of individuals and families for services
  2. Cooperates with local law enforcement and correction agencies in child abuse and neglect cases.
  3. Investigates complaints of abuse and neglect.
  4. Interprets child protective services and child welfare laws pertaining to dependency and neglect.
  5. Prepares social histories.
  6. Maintains case records which meet federal, state and local guidelines.
  7. Makes child care institutional and foster home placements.
  8. Monitors out of home placements
  9. Provides preventative services to the dependent and neglected child.
  10. Consults with psychiatrists, psychologists and attorneys in connection with case objectives.
  11. Prepares information and recommendations in connection with court cases and proceedings.
  12.  Testifies in court proceedings
  13. Interprets and implements judicial findings and court orders.
  14. Provide services to adolescents ages 14-21 who have been in an out-of-home placement (SELF program)
  15.  Provide Adoption Services

Foster Care Licensing

  1. Facilitates development of child foster care homes
  2. Provides general information to the public; screen potential applicants
  3. Conduct licensing studies of applicants, making appropriate recommendations to the county board regarding licensure
  4. License homes for foster care; complete all required paperwork for licensing according to DHS procedures
  5. Monitor yearly training program requirements; inform providers of local resources
  6. Make regular visits to foster homes
  7. Conduct annual re-licensing studies
  8. Monitor provision of services
  9. Child foster care: complete background studies for members of the family
  10. Monitor Case Aide Duties in relation to child foster care licensing.
  11. Review and approve child foster care licensing decisions.
  12. Perform all DHS requirements in relation to negative licensing actions.

Minimum Requirements

• A bachelor's degree from an accredited four-year college or university with a major in social work, psychology, sociology or closely related field.

OR

• A bachelor's degree from an accredited four-year college or university with a major in any field and one year of experience as a social worker in a public or private social services agency.

 

Knowledge of the principles and techniques of interviewing and recording in social work and the ability to apply them, individual and group behavior, social casework objectives, principles, and methods, social-economic factors, which promote stable family life and understanding of the elements, which affect family security, principles of community organization, physical and mental illnesses, social welfare research methods, and family systems and dynamics.

 

Ability to effectively apply casework knowledge and skills, work constructively within an agency in the community setting and in effectively utilizing appropriate resources and services, constructively in the development and coordination of community resources to meet special needs, manage time productively, prioritize caseloads, and communicate effectively, both orally and in writing.
